The NSW Resources Regulator said the operator safely exited the loader.

"When working on grades and slopes, operators must be cautious when raising implements, such as buckets, and when articulating," it said.

"When planning tasks, the equipment to be used should be fit for purpose considering the operating environment and task requirements."
