Currently, a bottleneck exists because passenger and coal lines intersect, and the plan would see the coal lines separated at Sandgate by late 2006 through the construction of an overpass at Sandgate.
ARTC spokesperson Brian Dale told local media the EIS includes creating a habitat for the endangered green and golden bell frog.
"There will be a new habitat pond and foraging area for the green and golden bell frogs adjacent to the Sandgate railway station," he told the ABC.
Other features of the project include a new double track connecting directly to Kooragang Island coal facilities.
This was the corporation's first major project in NSW since taking over the rail infrastructure lease in June 2004, and the plan would include minor modifications to the station and pedestrian overbridge and improvements to Wallsend Road bridge.
