Quinn succeeds Kraig Naasz, and his appointment is effective immediately.

"Hal brings extraordinary talent, energy and commitment to the helm of NMA. His depth of knowledge and experience in representing mining's interests has been honed through 20 years of work before all three branches of government,” said NMA chairman Jim Roberts.

Roberts, who also serves as chairman of Foundation Coal, said the NMA board had great confidence in Quinn’s ability to implement its strategic policy objectives at a pivotal time in the nation's history.

Quinn was previously the NMA’s executive vice president and general counsel. He also led the legal and regulatory affairs department for the NMA and its predecessor, the National Coal Association.

During his professional career, Quinn has held positions with the US Department of the Interior and the US Department of Labor. He is a graduate of Denison University and Wake Forest University.

Naasz had held the position since August 2005, when he replaced Jack Gerard.
