Whilst still at permit stage, company co-owner Ron Siler said in a statement, issued via the Northwestern Kentucky Forward regional economic development organisation, that – if given the go-ahead – construction would take 12 to 14 months.
The operation is expected to employ 140 miners.
Pact Resources currently holds about 90 million tons of coal in Kentucky.
