Xinhuanet reported the Shandong workplace safety watchdog found mine workers were conducting drilling without spraying water first and the mine had implemented inefficient measures to control coal dust.

The coal dust caught fire during drilling and was the cause of the explosion at the Zaozhuang Mining Group mine last Thursday.

Eighteen people were killed by the explosion and nine injured.
