Stewart spent 25 years with Leighton Holdings in Australia, stepping down as chief executive officer last year.
Based at the group's head office in Dartford, England, Stewart will work with Laing O'Rourke CEO of Europe Hub Roger Robinson across major projects in the UK and Canada.
Laing O’Rourke chairman and group chief executive Ray O'Rourke said he was pleased to have the experience of Stewart on board.
“David will bring a wealth of heavy infrastructure experience gained over 35 years in the construction industry and will accelerate our ambitions to become a world-class engineering enterprise.”
Stewart is a civil engineer by profession with experience in managing international contracting operations throughout Australia, Southeast Asia and the Middle East in mining, power and transportation.
