Officials for owner CPS Energy said the 420 megawatt Deely Unit 1 returned to service on October 12.

They said the blast at the 3000 hectare complex in Bexar County was related to the opening of a silo valve that set off a chain reaction in the facility that led to the explosion in the cascade building.

CPS also made seven recommended changes to policy, procedures, training and design in the report of its probe. The most significant of those has already been put into place as the CPS advanced toward resumption of operations.

“There were also several contributing factors that will be remedied by the changes recommended in the report,” power generation senior vice president David Herbst said.

“That’s why a thorough investigation and assessment is so important after an incident like this.”

Deely Unit 2 remained in operation following the explosion.

CSP was initially planning to install scrubbers at the Deely complex, which is located near San Antonio, to comply with federal regulations.

It later decided to shutter both units by 2018 as part of a larger outline of diversification that would include increased generation from natural gas and renewables.
