Baxter will take over from Kenneth Stockel effective from the start of next month.
Phillips has been with Massey for 22 years and has served as vice president and treasurer since the company went public in November 2000. He joined A.T. Massey Coal Company in 1981 and served in a variety of functions, including export sales, treasury, cash management, human resources and benefits.
Phillips will be succeeded as treasurer by Philip Nichols.
